Can you catch a cold from someone who has the West Nile virus or Bronchitis?

All it means is the bronchials are inflammed and secreting excess mucus. That can be the result of a cold, or it can be from breathing in an irritant or it can be from a bacteria and not a virus at all. Whether or not you can catch a cold from a person with bronchitis is directly related to why the have the condition. For example, someone with bronchitis from breathing in smoke cannot pass it on to someone else.
