My skin colour was fair but due to ultraviolet rays it becomes black near my face & neck.suggest tips to fair?

my skin was a combination of a dry& oily.

I'm not a Dr but ,you should see one couple things come to mind,skin cancer,dyeing of the skin which can be caused from diabetes.
