What is "webbing of the neck" in Turner's Syndrome?

You know what a duck's webbed feet look like? In girls with Turner's syndrome, there is webbed skin like that at the neck. Put your pinky finger a couple inches below your ear lobe and your thumb on the outside edge of your shoulder. That is where the webbing would be. (Roughly)
