There is some disagreement on whether it is the ketones in an essential oil that can induce an epileptic seizure, or some other component or effect of an oil.

Ketones may be able to cross the blood-brain barrier easily or more readily than other molecules. Ketones dissolve fats are and potentially neurotoxic, causing seizures, liver damage and fatality. However... ketones stimulate cell and tissue regeneration, and are mucolytic. Ketone containing essential oils should only be used by well informed individuals.

Essential oils and their chemicals that are known to cause convulsions in high doses are...
thujone, a ketone in sage, mugwort, tansy, thuja, wormwood and hyssop.
pulegone, a ketone in pennyroyal
methyl nonyl ketone in rue
asarone, a phenol in calamus
ascaridole, an oxide in boldo and wormseed
methyl salicylate, an ester in wintergreen
myristicin in nutmeg, anise, sage, parsley and fennel

When the plant is concentrated into a small amount of oil, you have more of the healing and chemical properties of the oil in a very concentrated form. When something is concentrated, it is more powerful. If you are prone to seizures, or take certain medicines, then you need herbal counseling from your doctor, pharmacist or herbalist. Otherwise, you should be ok with essential oils.
