Can scars on the skin be totally cured?

Can scars on the skin be cured if he has the gene of scar, which means scars are likely to happen where his skin is wounded thus a usual surgery will likely to make it worse?

Is there any effective treatment for such a thing?

there are no real treatments for scars other than plastic surgery and that doesnt work for everyone.

maybe with laser or inked

I have no clue of whether it works, but in Latin America they recommend products made from a snail's mucous body (nothing like human mucose) because it is supposed to come from an animal with an incredible ability to heal itself.

with time.... every year a new layer of skin sheds off of your body... so it really depends on how bad the wound is. Make sure you use a cream to reduce to redness... that sometimes helps. Good Luck.

try vitamin e oil-- put a tatoo over it. if its real bad then probably it will always be there and will never go away

Scars never totally dissapear, but in time it will whiten and fade. It takes about a year for a scar to 'mature'.

If you are talking about tendency to form keloids, it is difficult, but not impossible.

Treatment Of Keloids:
Keloids are generally treated with injections of steroids at regular intervals. After few injections the keloid reduces in size. Some surgeons may remove keloid with laser and then inject the site with steroid to stop keloid formation. Silicone gels and sheetings are also used to treat keloids. Your doctor is the best person to tell you about treatment of such scars.
