Behaviour complaints in residential care?

After doing a study on service users in residential care, I have noticed that they suffer from dispropotionate amounts of behaviour complaints by comparisome to un-disabled persons.
This would evidently be because of their disability with their brain function, but if the staffs know this, it should mean that these residents are unaccountable for their behaviour.

It started off when I was doing observations; I wondered what the reason was for all the amount of accusations that these residents claim to have experienced was due to.
No matter how I tried, I could not find anything that seemed to be the reason for this problem.
Any person making the accusation simply said that this was the only way that they can get these residents to understand the way that they are behaving.

I started making records of the accusations that they had against them to look for patterns. This is was on the basis that I thought that behaviour complaints may be more likely in the care settings, because of stress in this setting combined with other factors like mentioned below.
I noticed that some members of staff do it more than others; those include the short tempered, political right wingers, picky people and people that have been investigated for abuse.
Then I noted that there was a relationship between the temperature and the level of the complaints. The higher the temperature, the worse and more densely packed these complaints were.
But then I found that on extremily hot days, the complaints dropped (maximum complaints above 35飩癈) which indicated heat exhaustion.
However in all cases, no matter how hot it was, the peak complaint periods was about 5 days after the hottest day, suggesting that it was dehydration being the cause.

Some people are angry that their family stuck them in residential care, and took them out of their homes. The staff should recognize this, and do something to lighten their pain and suffering over that.

I have no idea, yet I ADMIRE you for trying to figure it out!
God bless and Good luck on your journey!
I pray you find answers!
