What is the function of the residential aged care facility?

My sister works at one. To hear her talk, it's a place where people put their elderly to die. The people don't receive the proper care due to under staffing, and most of the nurses that work in them don't care very much about the people they are there to take care of.

Never heard this term. Each state is different. Is it another name of nursing home, home for aged, assisted living or what? Only site I found was about Australia.
