Crazy rashes?


i like in oklahoma and its very windy here.
but i have these rashes that are little bumps that itch like crazy all over my back arms and thighs.
i went to a derm. and he was from england and had a heavy accent so i could barely tell what he was saying. but what is it called does anyone know?

i have to take oatmeal baths and wash my hair in the sink for a month to help it go away apparently.
