Plan b given to rape victim even if condom used?

If a woman is raped, and the rapist uses a condom. Is it normal for them to give plan b durring a rape kit?

I believe that if a woman reports a rape the doctors offer Plan B to the victim. I would assume that they would offer it whether the sicko had on a condom or not.

I would assume so considering a condom could break and it is probably required as a part of the kit regardless of condoms or not.
