Why is it that after radiation therapy a person's hair colour/texture will change?

It is after chemotherapy that a person's hair texture changes. Radiation my cause permanent loss of hair as it can kill the hair follicles, in the area radiated.

In my situation the changes to texture were temporary, it came back really thick and curlier, which I attribute to all the follicles starting to grow new hairs all at once. Normally 1/3 of the follicles are resting at any one time. 3 years later my hair is fine textured like it was before chemo

After chemotherapy, the hair follicles start new, like a baby. My hair grew back thick, curly, and blonde at first. I got lots of compliments on my "highlights." Then my regular hair started to grow in. It can't change genetics.
