Patient privacy in UK psychiatry?

I want to know what specific laws / rules in the UK govern:
1. a patients rights to have a private consultation with a phychiatrist. Where is it written that a patient has a right to a 'totally private consultation'? I need the specific citation.

2. Can a uk patient insist on seeing a phychiatrist as an outpatient at a local hospital, if not satisfied with a local 'mental health unit nhs trust'? I need to know my legal rights here, where is it written?

Check your phone book for the nearest Mind office. This is the National Mental Health charity - website (http://www.mind.org.uk/) who are independent of the NHS.
The local office should be able to give you an appointment to discuss any problems you have with the local health Trust.
All NHS trusts have patient complaint officers (PALS) but you should be able to get confidential help and advice from Mind first.

I believe you will find all the answers in The Hippocratic Oath, which covers all medical practitioners, hope this helps.
