If I change dentists, do I as a patient have a right to request all my records including xrays?

and stuff be transferred to my other dentists? Can I just ask for these things to be handed to me in person?

Yes, you can ask for your records...They will probably only give you a copy though, not the actual chart.
I work in a dental office and as far as I know, they are all different. We request other people's records all the time, but you usually have to sign a "Release" form, and I have even heard of some places not releasing Xrays if the patient had an overdue bill or account with them. Although, I don't think they can do that legally.

sure can

yes, they are your records.. you are allowed to get them. they probably will give you copies of them, but your new dentist will accept those just as well. your old dentist has the right to charge you a small fee though for copying everything. the dental office i work at receives patient records all the time.. we don't charge for making copies of papers and x-rays either.

Yes you do. I was in the same position as you, I was not happy with a previous dentist and ask to have my records given. They will only give you photocopies though including X rays.

Yes, but some dentists will charge you for the x-ray copies (though some don't).

YES

You have a right to receive copies of your records. I see no reason not to receive them in person.

The dentist has a right to charge a "reasonable fee" for copying the records. The dentist has a right in some states to require you to pay for any visit that was required to create those records. This means, if you didn't pay for your examination, you can't have the results of that examination. If you didn't pay for your x-rays, you can't have a copy of those x-rays.

You also have to have your bill paid up to date.

my understanding is yes
