There is one, Stadol Nasal Spray.

Butorphanol nasal spray is used to relieve moderate to severe pain. It also is used to manage migraine headaches.

I would write to the big drug companies about this one, indeed an inhaler is likely to take effect much quicker then an oral tablet/caplet/capsule, but i am sure there has to be a good reason why this has not been done often as yet, the drug companies , and for that matter your doctor will be able to explain why this is so
