Causes of Bladder Infection
The primary cause of bladder infection is bacteria that are unable to be eliminated from the urinary tract. The problem is not due to bacteria getting in to the urinary tract, but to bacteria not being able to get out.

For women menopause can increase the risk of bladder infection developing because, during menopause, levels of the hormone estrogen decline in the body, making it easier for bacteria to stick to the lining of the urinary tract.

By overactive bladder, I assume you mean urge incontinence, like the need hits you quickly and furiously making you need to go this instant or risk wetting yourself. If UTI has been ruled out, the most common irritant to overactive bladder is caffeine. Also try the bladder training tips included in the link below. If cutting out caffeine and working on bladder exercises does not relieve the symptoms, there are several good medications available to relax the bladder wall so that it will not spasm as much.
