yes, they can - but they'd have to be reasonably mature (enough to understand how to use the medicine) it probably depends on what the medicine is and how old the teenager is.

It depends what kind of medications. Certain OTC drugs contain ingredients which can be abused so pharmacies may require you to show ID. This applies to certain allergy and cough meds.
