If a man has an ostomy bag, will that get in the way when he has sex?

No It shouldn't do. Colostomy, ileostomy etc are usually high enough up the abdomen not to cause a problem. However a Urostomy is lower in the pelvic region and may be a problem.
The best position is girl on top, then there is no risk of the bag swinging and getting in the way.

i think he would remove it do they have the little thing that closes in (sorry for want of better explaining) like on a blow up air bed that seals it

Shouldnt be any problem at all.
