Is the ingredient caramel color safe for a tree nut allergy?

The color by itself, yes.

Red food colorings are generally made of either burnt sugar "caramel", crushed bugs "carmine", or fruit juices.

The other ingredients in the food that you're wondering about are what you need to look out for. For example, candies that contain food coloring have a high chance of having nuts or traces of nuts in them.

In the USA, it's now a law that all food labels must include nuts, eggs, soy, milk, and other top allergens in their food labels. You can often find that on many labels, allergens are in bold face to make them easy to spot. You should also avoid foods that are labeled with things like "may contain traces of nuts" or "manufactured in a facility/on equiptment that also processes nuts".
