How can vets get the VA to provide dialysis treatment AT VA Nursing Homes?

The first thing you need to do is provide more information. I work for the VA and might be able to assist you. Do you want the VA to provide dialysis or to provide dialysis at the Nursing Home? The VA will provide dialysis depending on eligibility. They usually provide it close to the nursing home but not in the nursing home. If they pay for the treatment, they will also pay for the transportation to the treatment. Again, it depends on eligibility for care.
If you want the VA Nursing Homes to have dialysis treatments, that won't happen. There would have to be several RNs and thousands of dollars of equipment.
You may want to see what your Congressman or Senator says to this question but having worked for the VA for 20+ years, I don't see it happening.
