What is a disease or disorder with blisters all over except from the neck up?

the stuff that comes out of the sores when they burst is sticky
they say it is something to do with her nerves?
she has gone to several doctors/dermatologists and performed several biopsies.

Shingles. It's caused by the same virus as chicken pox. It lies dormant in your body for years and later painfully reemerges. The blisters and pain are usually in a distinct area on the body and follow a nerve.

It is Mononucleosis or herpes simplex. I had mono and it was just like that. The doctor told me it was herpes at first but come to find out it was mono. Good luck to your friend, It can last for months.

Since it's not on her head and neck, my first guess would be something in her clothes. Maybe she's sensitive to fabric softener or a new detergent. Try giving her clothes an extra rinse in the laundry and using baby products for her.

SHINGLES... is a form of herpes. Don't panic chicken pox is a form of the herpes virus too. There are over 500 variations of herpes.

CELIAC (dermatitis herpetiformis)

Read some of these and see if something sounds familiar to you. My first thoughts are EM Erythemia Multiforme, EB Epidermolysis bullosa, PV Pemphigus vulgaris or perhaps (but probably not) Herpes Simplex. You might also ask about Sprue.

Blistering that spares the head and neck suggests EM (erythemia multiforme) over almost everything else.... after the lesions dry, a few of them may look like targets with a redish outer ring, pale middle ring and a darkened center... The rash seldom itches and there is commonly a mild fever that preceeds the onset of skin lesions but rarely a fevor during the rash.
