Depends on the type of retardation, these things just do not happen,was the mother ill through the pregnancy ? was she on any form of medication ?did she have any sort of sickness ?
There are a lot of different reasons.

Leave alone the medically afflicted souls. They need treament
Rest all cases, caused by one self, due purpose or vision retardation.
Please do not blame physical and mental work. Man used to do more of these and still live mentally healthy.
