Being bi-polar means that you suffer from a manio-depressive disorder, where you fluctuate between an extremely elevated mood, and depression.
Mental retardation (which is not the same as trisomy 21, although most people with trisomy 21 are retarded) means that your mental abilities has not developed as fast and to the same level as that of other people.

Bi-polar is when you bounce up and down between happy and sad. You have extreme mood swings. Mental retardation is when you are mentally incapacitated

No, bi-polar is a mental condition having to do with synapses between the neurons and the different chemicals in the brain including seratonin. Mental Retardation is scientifically called Trisomy 21 because the Down's Syndrome child has an EXTRA 21st chromosome making the total number three instead of the usual 2... which means overall instead of 23 pairs or 46 chromosomes, they have a total of 47. Amazing how detrimental an extra chromosome is.. isn't it? Of course, people with Down's Syndrome can still do amazing things and inspire us all! :)

Being developmentally retarded sounds like something different altogether. It means you are SLOW at developing, but will (may) eventually develop normally.

Bi-polar affective disorder was once called manic-depression. One who has it has extreme mood swings. In the manic phase, he is energetic and enthusiastic. He may have insomnia. In the depressed phase, he feels sad and often suicidal. Life doesn't seem worth living. Bi-polar people are often quite intelligent. Mentally retarded people are not intelligent. They are not as smart as others of their age.

I think developmentally retarded is caused by the lack of infomation or lack of education or any other social-- psychological factors and physical factors.

There shouldn't be any reason this person can't be both.
