If there is 'cognitive' mental retardation why not identify spiritual, moral and emotional retardation? Because you can measure traditional intelligence, but the other problems are not measurable. We all know who those folks are, but there is no established way to test it. And there would be no point except to discriminate against those folks, unless there were treatment plans devised to deal with those problems. Haha I agree.
