im not sure what you mean by safe, but if you mean not getting pregnant, you better be using some kind of birth control. You can get pregnant anytime you have sex. There are times you are more likely to get pregnant, but if you have sex, you are putting yourself in the position to have a baby. Most people will say to NOT have sex right in the middle of your cycle, about 6 to 8 days after you start your period, because that is when you are most likely fertile, and most easily can get pregnant.

A doctor once told me that there is NO safe period whether before or after you mensturate. There is a risk of pregnancy even when your period is in full flow so don't take unnecessary risks if you're not ready for kids yet. Get some contraception.
