I need a base cream for special homemade skin tx.?

i want to make some creams for treating skin ailments like acne and psoriasis etc. i know what medicinal herbs and solutions i am using already . what i need is a good or very basic base cream to mix the ingredients into.
some ingredients are in a water solution others are in oil form.
so what can i use or make to be able to make a stable cream.

a lot of water and some carrot juice
