Wy was the cause of the 1976 Legionnaire's Disease difficult to identify?

Since it was a totally new organism, it did not "grow" in any of the standard identifying bacterial media; which is how bacteria, fungi etc are identified--so they has no easy way to identify it initially.

The pathogen that causes it had not been identified by science prior to the outbreak; hence the "legionnaire" in the scientific name.
