By inhalants, I assume you mean narcotic vapors, like nitrous oxide.

and mostly would have begun with industrialization, which made such chemical compounds widely available.

The Oracle of Delphi was said to be inhaling psychoactive vapors. But that was an isolated incident. Also, chemists, and ancient alchemists of China may have found chemicals with mind altering vapors. But again, these wouldn't have been widely available.
