Hmmm, not sure what you mean about resolution, but one of the means by which the US gov't has proposed to use in case of bird flu is martial law. Everyone will be restricted to their houses until the virus has died off.

The Bush administration was criticized for such a plan, and I'm not sure how effective it would be, but there's one plan for you!

well, it's up to you, stay from the infected person or thing. there are many other points to remember, wear clean cloths, and yes infention always catches a weak person first, so stay healthy.

Keep basic hygiene (keep away from any potential source of infection, keep your hands clean, avoid touching openings in your body with hand or dirty material, cover your nose and mouth, etc),
increase your awareness (read, listen to news etc) and that of others.
Avoid crowded places.
As a layman that's the best we can do.

Stay away from an area that is known to have a breakout. When ever possible wear the appropriate gears. Gears such as a mask, gloves, goggles, condoms and specialize suits.

Get vaccinated..flu vaccination,pneumonia vaccination and hepatitis vaccination. What ever vaccination is needed.

Lastly, hand washing, very important. Always wash your hands especially after handling money, and sick people.
