It can be.

Genetic factors most likely play some role in autoimmune thyroiditis. For example, many patients with Hashimoto's thyroiditis express a gene called the Fas gene, which interacts with thyroid cells and trigger a process called apoptosis, in which the cells begin to self-destruct. The Fas gene is linked to genes that regulate tumor necrosis factors, which are products of the immune system that trigger a damaging inflammatory response in cells.

So what this means is yes, developing hypothyroidism later is life can be genetic due to hashimoto.

There are several other more common causes, but:

"Approximately one in 3,000 babies in the United States is born with a defective thyroid gland or no thyroid gland at all. In most cases, the thyroid gland didn't develop normally for unknown reasons, but some children have an inherited form of the disorder. Often, infants with congenital hypothyroidism appear normal at birth. That's one reason why most states now require newborn thyroid screening."

I don't have a link BUT I found this book at CVS pharmacy while waiting for (you guessed it) my thyroid prescription. Title is Understanding Thyroid Problems by Bryan McIver and Anthony Toft both MDs. See page 144-145 in the Question and Answer section.

The links I have looked at in the past indicated that it was uncertain if hypothyroidism is a genetic disorder.

Thyroid problems definitely run in my mother's family. One of her aunt's children and grandchildren tend to have goiters. Our line tends to have either hypothyroidism and/or autoimmune problems.
