What is the chemical in Aquadots that turns into GHB when wet?

I am curious as to how it was not known that this chemical was one water molecule away from GHB prior to giving it to 4.2 million kids...

1,4-butanediol. The toys were supposed to contain 1,5-pentanediol. How was the mistake made? Who knows? I suspect someone knew and didn't really care.
