Does a little bit of frostbite in an area turn hard?

If you're talking about during the cold exposure - if it turns hard, it's not A LITTLE bit of frostbite.
If you're talking about after the cold exposure, yes, the area can turn harder than the surrounding flesh. The frostbitten area was injured, and scarred. You are feeling a scar. Like other scars, it will improve over time, depending on the extent of the injury.
