Does anyone know who sets the standard of first aid?

i'm doing a research on development of first aid..can anybody give a suggestion where i can find history of first aid, and which organisation is now in charge of setting the standards of first aid?

THE STATE YOU LIVE IN DECIDES

I am an emergency physician, and to the best of my knowledge, there are no "setting of standards" for the lay public.
Advice is available at the ACEP website, with publications available for purchase for the lay public. You might also check the websites of the EMS groups.
Good research topic. Best Wishes.
