Babies with FAS can have low birth wt, small eye openings with epicanthal folds, flattened nose bridge, flattened philtrum (the two bumps under the nose), small upper lip, and small lower jaw.

This question isn't worded properly. FAS doesn't affect development. It IS the developmental defect. Fetal Alcohol Spectrum Disorders include FAS, Alcohol-related neurodevelopmental disorder (ARND) and alcohol-related birth defects (ARBD).

Alcohol used during gestation can cause faulty neuron migration during brain development. Alcohol acts as a teratogen and affects the pre-embryonic (blastocyst) stage resulting in structural and functional changes.

I suggest you research Fetal Alcohol Spectrum Disorders if you'd like to learn more about them.
