Does anyone know anything about loss of pigment in the face due to an injury?

When my son (now 15) was about 7, he fell on his bike and scraped up his face. It healed, but ever since then he has blotchy pigment. It tans nicely in some areas, and not at all in some. (I assume this is where his face was scraped.) Will this ever improve or is there any treatment for this? In winter it is not so noticeable, but in summer even with sunscreen, he has a very uneven facial skin tone, even some big white polka dots.

The scarring is what is causing the skin discoloration. Anyone who has a scar can tell you that it sometimes never fades or goes back to the original skin color. Sometimes it does eventually. Some scar treatment creams and stuff like that can usually help to fade scarring.
