Does anyone know if a bull's eye rash is only caused by a tick carrying lyme disease?

My sister developed a bull's eye rash on her thigh a couple of days ago. Then yesterday she had a headache and was feeling as if she was coming down with a cold. Now she feels fine and the rash is almost gone. Can this be lyme disease or did the bull's eye rash come from something else?

This is lyme disease.
Please get treated.
It can complicate after sometime.

I'm putting my $ on Lyme disease. She needs a dr NOW!!!!!!!!!!!!! The rash WILL go away but there will be other really bad symtoms down the road if you let this go.
