Does Anybody Know The Name/Cause Of This Condition?

The other day when I was at work, this young lady came in. Both her arms seemed to be about half the normal length; it looked to me like she had forearms, but no biceps or elbow joints - her forearms and hands came out directly from the shoulders. Does anybody know what would cause this? Is it a common disorder?

It sounds more like a birth defect. It's not really common, but not unheard of, either.
