Smooth Pearly Bump on arm, Basal cell carcinoma? it's been there for 3 years with no change?

My grandmother has some sort of smooth bump on her arm with little white specs on the inside. She went to her doctor and she said she had it for 3 years and he said not to worry about it. Another doctor then told her it was nothing, she could get it taken off by a small operation. Some members of my family told her it was a type of cancer but they aren't medical professionals. Wouldn't the doctors tell you flat out if it was cancer? But if it was Basal cell carcinoma or another kind of skin cancer why didn't it expand or grow at all in 3 years? My grandmother is going to a dermatologist in a month and plans to ask for a 3rd opinion can that doctor tell her what it is exactly?

Anything unusual on the skin, get in checked at a skin clinic. If still insure,. have it removed, its no big deal. My husband had 2 unusual moles, they were checked by 4 specialists who all said they were fine, I insisted they were removed and they were both bloody melanomas! Trust your gut instinct, its usually right.

Main thing to remember is: Don't cut into it. That makes it spread. There is a protective shell around it.
