Hypothetical Quarantine for bird flu? |
Lets say if the bird flu aka "avian influenza" was able to mutate into a form that can be readily transmitted from one person to another to cause a pandemic. How would the us government quarantine everyone? And what would happened to people who disobeyed the orders? First of all, the government would not quarentine everyone because it would be logistically impossible. In the past, during major outbreaks of the flu, the local and state governments directed that schools and places of public entertainment be closed. Many churches held only limited services as well. Public transport in some places was also halted. By not having large numbers of people congregate in places like the subways, schools and theaters, you limit the amount of disease transmission. At the moment, the law does allow the health department to physically detain people who will not abide by quarantine orders, as a matter of general public good. They don't require you to accept treatment, but they do require you don't spread your communicable disease to others through your actions. If avian flu does actually make the leap, let us hope it is a less virulent form than it currently is. If not, the only hope we would have of avoiding a massive pandemic in the US (or anywhere else in the world), would be to limit the movement of the people with it and keep them away from the general public. One would hope the ill person would have enough regard for his/her fellow humans and quarantine themselves. Unfortunately, as we have seen in the past year- that is not a real good thing to depend on. Fortunately for the folks on those planes, TB isn't spread that easily or quickly. Had it been Ebola, well- we'd have a lot of dead folks and a major public outcry. Given the risk involved, I have no problem with legal restrictions and action against people who knowingly expose others to a serious disease. I understand panic and fear, but I also expect a certain level of personal responsibility. |
