Can a person get Athlete's Foot on their hands?

The palms of my hands get itchy blisters on them that dry up and leave patches of flaking, peeling skin. It's like it comes in cycles. If this is like Athlete's Foot, what can I use to get rid of it?

Athlete's Foot is just the name given to a fungal infection on the foot. It is a fungal infection, similiar to any other fungal infection you may get on your body. The answer is "Yes", you can get a fungal infection on your hands. However, the only sure way to know is to see a doctor/dermatologist.
