Sensitive skin and rashes anyone has helpful suggestions?

My cousin has been suffering from sensitive skin on her body for some years. She seen many doctors but moisturizers, steriod creams and medicine does not help much and cause her side effects. Any alternative treatments or suggestions to relieve her suffering? It pains me to see her so and she has recently slipped into depression. Her rashes grow worse during menses or exam stress. Thanks alot.
